Is Bosnia a stable nearshore destination? Understanding the EUR peg and risk

What the currency board actually guarantees, what EU candidate status changes, and which risks the peg does not cover.

Stability is the first question a finance function asks about a new delivery country, and for Bosnia the answer has a precise part and a vaguer part. The precise part is the currency.

What the currency board does

The convertible mark is fixed to the euro at 1.95583 under a currency board that has been in place since 1998. Every mark issued is covered at least fully by foreign currency reserves, so there is no managed float to re-forecast each quarter. We invoice in euro on top of that, which keeps the exchange rate out of the space between your budget and the team.

What EU candidate status changes

Bosnia and Herzegovina became a candidate country in December 2022, and the European Council decided in March 2024 to open accession negotiations. The practical effect for a buyer is direction of travel: the alignment work that follows pulls national rules towards EU ones, data protection and labour law included.

What the peg does not cover

Four things it gets asked to cover and does not. It is not EU membership. It is not an inflation shield: local prices move like anywhere else and wages move with them. It is a central bank policy rather than a permanent fact. And it does nothing about political risk, which is a contract question, not a currency one.

Where the real protection sits

In the agreement. Notice periods, continuity, who employs the team, what happens to your systems and data, and the buy-out window if you want the option to take the team in-house. Those are the terms that decide what a bad year actually costs you.
