An untapped pool, not a saturated market.
Six universities feed Bosnia's IT sector, and the large sourcing vendors have not drained it. That is the practical difference between hiring here and hiring in Poland or Romania.

Where the people come from.
Education feeding the sector
Six universities graduate into a growing IT sector, and continuous growth in tech education is what produced the availability increase behind the figure above.
Not yet saturated
The large sourcing vendors have not drained this market. Competence is high and was built servicing demanding foreign clients, but the queue for it is short.
A career people stay in
IT pays well relative to the local market, which pulls people into the sector: employment in it grows by about 4% a year. Labour cost inflation here is still controlled, unlike in the nearshore markets that have already saturated.
